Description & Requirements
Provide comprehensive specialist advice and support regarding the UAE and GCC Government Pension Scheme, including liaising with internal and external bodies, to ensure that information given is relevant and accurate. Develop considerable knowledge of the pension schemes, and continue to ensure that knowledge is up to date by developing close relationships with external providers. Ensure that new policies/initiatives are communicated to the HR Manager (GCC Pension), with recommendations on how these will be incorporated into the existing Group pension framework.

Job Outline:
- Provide an accurate and timely specialist advisory service to all UAE National and GCC national employees on policies, guidelines, and the management of their Government Pension Schemes, including transfer and buy back of services. Ensure that confidentiality is maintained, while monitoring frequency of queries and incorporating these into planning of briefings to pension scheme members.
- Responsible for the registration of all eligible UAE and GCC National joiners, ensure the collation of all relevant documentation and the completion of the Pension Authority enrolment forms, as well as to ensure that contributions are settled accurately in order to avoid penalties.
- Develop, conduct and facilitate pension induction briefings on a regular basis to ensure new UAE National employees are appropriately inducted and aware of the pension rules, regulations, and the Company?s pension policies and practices.
- Liaise with, and where appropriate influence, Payroll, IT and HR Admin to ensure monthly contributions and all necessary reporting are translated accurately and provided to the Pension Authorities and Government of Dubai authorities. Highlight any discrepancies to the HR Manager, and continuously develop and refine processes in order to maximise accuracy.
- Maintain an ongoing dialogue with the Legal department, ensuring that the Legal department are informed of any potential risks, for example cases that may lead to action at the Ruler?s Court.
- Provide monthly and ad hoc reports on all UAE/GCC Nationals enrolment, end of service and recoveries. Highlight ny critical issues, follow up on recoveries and ensure that recommendations are made as to the appropriate course of action, using knowledge of the scheme and network of contacts within the Government department.
- Responsible for the entire end of service procedure of UAE and GCC nationals, to ensure all reports and forms are accurate. Communicate with the concerned departments, ensure discrepancies are highlighted and solutions to issues are suggested. Responsible for ensuring the accuracy and timeliness of the submission of relevant documents to the pension authorities, as per the scheme rules.
- Continously maintain and further develop the information resources regarding the operation of the pension scheme, including FAQs, Pension Induction Manual and the SOP of NR&D, ensuring that any changes of policies and procedures of the UAE, GCC Social Security Law and NR&D are incorporated. In conjunction with the HRM (GCC Pension), develop and maintain a strong network of contacts within the relevant Government agencies in order that NR&D and other Group senior management are fully prepared and briefed as to any potential impacts.
- Involvement in other non-pension related Government initiatives, as required, including the Military Service initiative. Oversee the full process of by ensuring all eligible UAE Nationals are registered and enrolled as per the deadline announced by the National Service & Reserve Authority (NSRA) . Communicate with the NSRA and Line for a release/defer date. Ensure all released staff are transferred to a specified Cost Centre and back to the department when staff completes the National Service. Communicate with Management and staff with any changes /new rules that may be communicated by the NSRA.
Qualification
Qualifications & Experience:
Degree preferably in Human Resource Management, Business Administration or a related subject
Experience preferably with in a pension related environment
Knowledge/skills:
Working knowledge of UAE Pension Law and Employment Relations preferred
